               Printed Papers:
                 The expression "Printe<l  Paper " means a packet not  exceeding 3  lh  in  I\ eight  which
               con.•ists of or contains one or more of the follo"inc: articles or documente:-
                  ( I)  nooks and  other puuliC"ations or  wor ks of n  literary  character,  " hether  con-
                     t.ainin~ IITitten dcdk·ations ur  not,  and  any other  ''ritten  or  printed  matter
                     not being in the nature  of a letter (on paper or on some substance• ordinnrily
                     used  for  \\Tiling  or  printing).
                  (2)  Hketcht•s,  drawings,  patntings,  photographic  prints, and  engravinf(s,  on  paper
                     or on  some substance ordinurily  used  for  the  purpose,  provided  it is  not  n
                     brittle or exceptionally frngile sub~tance.
                  (:l)  Maps,  plans and  charts, on paper or some other suhst.nn•·e ordinarily  u~ed for
                     the purpose,  provid<'d  it  is  not a  hriWe or  e'ceptionully  fragile sub.~t nnce.
                  ( Jl  The binding or mounting of any nr ticle hereinhefore dcsrrihcd, prodded surb
                     bincling or mountin~ hi! of i\ kind ordironrily used  for the purpose be not made
                     of glass, or  any  brittle or exceptionall.v  fragile substance,  and  he l rnnsmitted

                 A  printed form within the meaning of th~ regulations is one h<>aring printecl  nuttter,
               clearly  inrlicnting  th~ purpose  for  ll'hi1•h  the form  is  intended  to be used.  The form
               must  be  npproprillte;  for  e.<ample,  an  ordinary  memorandum  form may  not  be used.

                Nothing may appear in writ.ing in  the document e.<rept:
                 •such substances as blotting paper, cloth, metal, asbestos and  leather are  inadmissible
