PROBLEMS WITH USE - LOCALLY

The use of a red impressed handstamp to indicate the pre-paid value of the provisional cards
caused problems for postal clerks for both internal use and to UPU member countries.

Local and Within-Island Postage
Cards within Jamaica were sometimes devoid of postmarks. presumably because the clerks thought that they
already had a postmark. ie the paid handstamp. Progressively omissions of this kind became less common. Foster
in the 1970s incorrectly thought that postmarks were omitted from all First Provisional Issues, this is not correct
(see below and Sheets 1 & 7 ofthis exhibit!).
