     Definition
In general the printed paper rate applies to all impressions or copies obtained
upon paper or similar material, parchment or cardboard, by means of printing,
engraving, lithography, mimeography, photography, or other readily recogni
zable mechanical process, except those obtained by means of the typewriter,
tracing and hand stamps with or without movable types. Certain items, however,
such as receipts, invoices and statements of account which can be forwarded at the
printed paper rate on the inland service are only admissible on the overseas
services if they are in blank. The Postmaster General reserves the right to
decide whether the material and the process used are admissible.
