T he administration of t.he country of destination is authorised to submit these packets
to Customs examinntiou, to opcu them officially, and to collect the import duties, in
manner prescribed by its legislation. To countries not included in this arrangement,
dutiable art.iclcs may be scut only by parcel post. Dutiable articles sent otherwise may be
returned, subjected to fines, or confiscated, according to the laws of lite country of destination.
Letters or packages paid at the letter rate of postage received from abroad, suspected
to contain articles liable to customs duty, but not bearing the green label declaring nature
and value of contents and authorizing the Post Office to open tbem officially, are detained
under authority of the Jamaic.'l. Post Office Law, pending inquiry and the payment by
the addressee of any duty leviable!
(b) Postcards. The prepaid rates of postage are:

No card may exceed 5~ inches in length by 4t inches in width, or be less than 4 inches
in length by 2t inches in width.

for postcards issued and sold by the Post Office.
The right-band baJf :\t lc:~st of the nddress side is reserved for the address of the recipient
rmd any necessary postal service indications, for example nt:otSTERED 1 A-DVICE OF
DELIVERY, and the postage stamp3 must be affixed in the top right-band corner of this
portion.
The remaining space is available for the use of the sender for written communications
or for attaching illustrations, photographs, stamps, l!lbels and cuttings. All such attach-
ments must, hol\'ever, be of paper or other very thin substance and must adhere com-
pletely to the card, while stamps liable to be mistaken for post:1ge stamps must be affixed
only to the back.
A sample of merchandise or other similar article may not be attached to a postcard.
An address label or a slip to fold back, completely ad he rent to the card and be:~cring the
name and address of the person to whom the card is sent, may bo 1\ffixed to the address
side of the card.
Cards bearing the title "Post Card," or its equivalent, are admitted at the rate for
printed matter, provided that they conform to the general regulations respecting
printed papers,
