circle having been added in manuscri~t, and as these have
been carefully added, it is believed that they do not
represent tne ini-tials of an Examiner.
It has been suggested that the ' R. I." denotes a senior

censorship officer, such a.s a Regional Inspector, who added
this notation to M-USNC 2 (i), where the E:xamiher had failed
to place eitber a tic~ or initi al.
It should be added that in t~e U.S. Censorship Ser vice
t here were officers known as "Inspectors" , whose function
it was to ma.ke random checks on the mail which had already
b~en censored, io make sure all was in order. T.his
notation of ''R. I . " has also been recorded on Qther .American
