Jamaica: The Vendryes Provisional

                                 Background: rates between Jamaica and the USA before 1890.
            Jamaica and the USA were both members of the Postal Union, but until 1890 the half ounce letter
            rate from Jamaica to the USA was 4d, while that from the USA to Jamaica was 5 cents (= 2½d).
            The difference was that Jamaica chose to add the discretionary 1½d maritime surcharge allowed
            under Postal Union rules. This disparity culminated in a debate in the Jamaica legislature in 1890.
