Second setting.
The second setting is thought to have been printed in October 1 2 3 4 5 6
1890; the earliest known date of use is 25 October. 7 8 9 10 11 12

The type was set up in three horizontal rows of 6 positions,
each overprint 17 to 17.5 mm long. 13 14 15 16 17 18

Vendryes himself said that "The first editions of Officials were for small amounts, £25 or £50...".
Numbers surviving suggest that as many were printed of the second setting as of the first. The
attention of collectors and dealers has preserved many more mint copies and multiples and there are
also more distinctive varieties than in the first setting, so plating is easier.

Pearson (1933) distinguished state A of the second setting from state B. The identifier for state B is
an additional flaw, a broken C at position 15. He suggested that the setting was partly rebuilt during
printing when putting back some dropped letters, but this is unproven. State A is scarcer.
