Jamaica: Official Free Franks.
Until 1890 there was a large and growing list of officials and official bodies entitled to free postage on
the authority of their autograph frank written on the outside.
Free frank signed by the Governor, Sir Henry Norman, 1885.

In 1890 Official stamps replaced franks. From then until 1897 free franking was retained only by:
the Governor, his private secretary and ADC, the Colonial Secretary and the Postmaster of Jamaica.
