franked with the standard franking stamp, addressed to the

officials named above must be prepaid with the registration fee
of 3d. except in the case of registered letters addressed to the
Manager of the .Government Savings Bank and to Collectors
and Assistant Collectors of Taxes, which are wholly postage free.
