'Postal 1'iscals.
     Revenue stamps were first issued in 18~5, but fro~
186~ were being used to frank Mail for ordinary postal
purposes, altho~(h such usage was unauthorised. This

situation continued until 1887, ~nen on the 12tn October,

1887, a Post o££ice Notice auinorised their usaze £o~
postal purposes.
1865. "Revenue st-at1p wi-th laureaied Head of Queen
Victoria in d~uble oval frame with foliate ornaments at
the four corners. The issue Was surface printed by De

la Rue & Co., Ltd. by the typograpnic process, on

"'Pinea.Pple n watermarked paf>el', being perforated 14 (comb).
